忱义工程项目管理有限公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2018年09月19日在中国国际招标网、中国招标投标公共服务平台、中国政府采购网发布公告。本次招标采用传统招标方式，现邀请合格投标人参加投标。
Commissioned by the tenderer, Chenyi Engineering Project Management Co., Ltd will carry out international competitive bidding for the following goods and services and publicize bidding announcement on the China International Bidding Website, Public Service Platform for Tendering and Bidding in China and China Government Procurement Website on September 19nd, 2018. The project will adopt the traditional bidding method and qualified bidders are invited to participate in the ICB for the project.

投标人应具备的资格或业绩:（1）有意向的合格投标人可从忱义工程项目管理有限公司得到进一步的信息和查阅招标文件；（2）本次招标不接受联合体投标。凡具备承担本招标项目的能力并具备规定的资格条件的企事业单位，均可针对本招标项目向招标人提出投标申请；（3）投标人应按照《机电产品国际招标投标实施办法》第三十八条规定在中国国际招标网上注册；如为代理商投标，须提供设备制造商针对本项目出具的授权委托书或产品经销协议和设备制造商的售后服务承诺；如为设备制造商投标，须提供依法成立的相关证明资料（复印件）；
Bidder qualifications or performances required: (1) The qualified bidders with bidding intention may obtain the further information and bidding documents from the Chenyi Engineering Project Management Co., Ltd; (2) Joint bidding is not allowed in this project. The enterprises and institutions that have the ability to undertake the project and have the required qualifications may propose the bidding application to the tenderee of the project; (3) According to the “Implementation Measures for International Competitive Bidding for Mechanical and Electrical Products” Article 38, the bidders should register on http://www.chinabidding.com; If the bidding is undertaken by the agent, the agent should provide the exclusive letter of attorney or the product distribution agreement issued by the manufacturer for the project and the after-sales service warranty of the equipment manufacturer; If the bidding is undertaken by the manufacturer, the manufacturer should provide the relevant certification documents (copies) on company establishment;

Other instructions: Those who intend to participate in the bidding should visit the reception centre on the third floor of the Chenyi Engineering Project Management Co., Ltd (Building No. 98, No 2, Yiman Street, Nangang District, Harbin City) and obtain the bidding documents on September 19th, 2018 to 27th, 2017 (No rest on statutory festivals and holidays) 9:00-11:00 AM or 14:00-16:00 PM (Beijing time, the same below), taking all the original and copies of all the qualification certification documents required by the Invitation for Bids (Official seal of the bidder and signature of the legal representative or authorized representative should be affixed), including the effective bidding registration form, bidding acknowledgement, no major law breaking record of the supplier, no bribery record, letter of attorney for legal representative, identification certificate of authorized representative, online printing page of registered user of http://www.chinabidding.com and performance evidences.
